While I'm providing an outrageous potential 1300W to the entire system, it seems unlikely the Ryzen 7 7800X3D will ever reach its max PPT of 162W. Part of the 6nm I/O die feature set is sophisticated power management carried over from AMD Ryzen 6000-series mobile processors. Extreme gaming performance is the aim here, so it'll push for the TjMax and hold steady whenever possible.
It's not an absolute max but more of a performance target, and it will throttle itself if needed. The Ryzen 7 7800X3D might have a suspiciously low TjMax temperature of 89☌, but AMD assures me the CPU is designed to run constantly at this temperature without any risk of damage.
